Closing Ceremony of the External Assessment of Institutional Accreditation (2nd cycle) at Van Lang University

On February 15th, 2023, Van Lang University and the Center for Education Accreditation - Vietnam Association of Universities and Colleges held the closing ceremony and signed the minutes of completing the external assessment at Van Lang University (2nd cycle).
The External Assessment Delegation of the Center for Education Accreditation (Vietnam Association of Universities and Colleges) consists of 10 members, of which Assoc. Prof. Dr. Nguyen Phuong Nga, Director of the Center for Educational Accreditation, is the Supervisor of the External Assessment Delegation; Assoc. Prof. Dr. Bui Duy Cam, former Rector of the University of Natural Sciences (Vietnam National University, Hanoi), is the Head of the External Assessment Delegation.
At the closing ceremony, Assoc. Prof. Dr. Bui Duy Cam presented the report on the evaluation results for the institutional accreditation at Van Lang University. The report is based on the principles of fairness, equality, and professionalism through 2 main contents: evaluation principles and main activities of the delegation during the 5-day official site visit; report of the preliminary results of the assessment according to 25 standards and 111 criteria issued by the Ministry of Education and Training. The report also highlights the strengths and recommendations for the University to improve the quality according to the set of criteria for evaluating higher education institution quality. The outstanding points in the assessment are the University’s impressive development aspirations in terms of views, vision, mission and cultural values; building a good training ecosystem in scientific research, community commitment on the basis of digital technology and innovation, rapid growth in the fields of human resources, training and international cooperation.

Dr. Bui Duy Cam signed the minutes of completing the external assessment at Van Lang University (2nd cycle) in the presence of representatives of the Center for Education Accreditation - Vietnam Association of Universities and Colleges, assessors, VLU Board of Trustees and Administrators.

The External Assessment Delegation of the Center for Education Accreditation (Vietnam Association of Universities and Colleges) consists of 10 members, of which Assoc. At the opening ceremony of the external assessment, Assoc. Prof. Dr. Tran Thi My Dieu - President of Van Lang University reports an overview of the assessment of the University’s activities from 2018 to 2022 (5-year performance evaluation). The quality assurance process has been shaped by many impressive figures. Van Lang University is proud of the growing scale of undergraduate and postgraduate training programs, the number of awards for students and lecturers for scientific research, the number of domestic and foreign partners associated with Van Lang University, the growth of facilities,... Besides, Van Lang University offers students diverse experiences with more than 800 different events every year. The strategic map and KPIs are agreed upon by the University, evaluated in detail each year, step by step strengthening the value, brand and ensuring the sustainable development of the University in the past 5 years.
Van Lang University will undertake the external assessment for the second cycle of institutional accreditation according to national standards from February 10, 2023 to February 15, 2023. The external assessment results are the basis for recognizing the achievements of the institutional accreditation at Van Lang University. Previously, on May 31, 2018, Van Lang University was recognized as having obtained the National Certificate of Education Quality Accreditation for the first time. The certificate is the motivation for the whole University to continue to act in the direction of quality assurance, affirming its prestige and fulfilling its commitment to society for qualified education.

The Expert Delegation of the Center for Education Accreditation - Vinh University consists of 10 participants, including Dr. Tran Dinh Quang - Director of Education Accreditation Center - Vinh University; Ms. Nguyen Thi Minh – Supervisor of the External Assessment Delegation, Assoc. Prof. Dr. Bui Duy Cam – former Rector of the University of Natural Sciences (Vietnam National University, Hanoi), Head of the External Assessment Delegation.
At the opening ceremony, Assoc. Prof. Dr. Tran Thi My Dieu - President of Van Lang University reported an overview of the internal quality assurance system and improvement results of Van Lang University in the period of 2017 - 2022. In the event, representatives from 3 faculties with master’s training programs assessed summarize the self-assessment report of the training program based on the following criteria:
- Objectives and program learning outcomes
- Description of the training program
- Structure and content of the curriculum
- Evaluating student learning outcomes
- Lecturers and researchers
- Activities in Scientific Research
- Facilities and equipment
- Developing a quality improvement plan
Van Lang University currently has 14 postgraduate programs, of which the first three programs are externally assessed in this round. During the site visit at Van Lang University from March 10 to March 14, 2023, the assessors will carry out the following activities: studying self-assessment records, and exhibits of three academic disciplines of Business Administration, Architecture, Banking and Finance; interviewing the Council of training program self-assessment, Heads of departments; interviewing managers, lecturers and employees of academic disciplines; interviewing postgraduate students; visiting and surveying facilities and equipment.
The results of the external assessment will be the basis for the academic disciplines of Business Administration, Architecture, Finance and Banking at Van Lang University to implement the improvement plan and enhance the educational quality. Simultaneously, the official evaluation report will be the basis for the Education Accreditation Council of the Center for Education Accreditation to appraise and propose to consider and recognize these three academic disciplines meeting educational quality standards.

Closing Ceremony of the External Assessment of 3 Postgraduate Training Programs at Van Lang University

On March 14, 2023, Van Lang University held the closing ceremony of the external assessment of 3 Master’s training programs accreditation: Architecture, Business Administration, Finance and Banking. Van Lang University currently has 14 postgraduate programs, of which the first three programs are accredited in this assessment.
The Expert Delegation of the Center for Education Accreditation - Vinh University consists of 10 participants, including Dr. Tran Dinh Quang - Director of Education Accreditation Center - Vinh University; Assoc. Prof. Dr. Bui Duy Cam - former Rector of the University of Natural Sciences (Vietnam National University, Hanoi), Head of the External Assessment Delegation.
At the closing ceremony, the experts from the External Assessment Delegation had detailed reports on 3 Master’s training programs: Architecture, Business Administration, Banking and Finance based on the PDCA approach focusing on four main contents:
- Setting up the quality assurance plan, and identifying objectives, resources, time, and methods;
- Implementing the quality assurance plan;
- Monitoring and checking the results of the implementation of the quality assurance plan;
- Supplementing, adjusting, and improving the quality assurance plan.
Generally, the delegation recognized the innovative spirit of lecturers and staff as an outstanding point of Van Lang University in master’s training programs. The quality of the academic staff is improved thanks to many effective policies on attraction, training, and fostering. The training programs were reviewed and adjusted. In addition, the quality after adjustment was significantly improved.
At the end of the closing ceremony, Assoc. Prof. Dr. Tran Thi My Dieu, Assoc. Prof. Dr. Tran Dinh Quang and Assoc. Prof. Dr. Bui Duy Cam signed the Memorandum of Understanding on completion of the external assessment of 3 Master’s training programs accreditation in Architecture, Business Administration, Finance and Banking. The results of the external assessment will be the basis for the training disciplines of Business Administration, Architecture, Banking and Finance in particular and the training programs in general of Van Lang University to improve the educational quality, making Van Lang University quickly become the leading university in the non-public higher education sector in terms of training programs meeting educational quality standards.

Training on Program Self-Assessment According to the Standards of MOET

On April 4th, 2023, the Department of Quality Assurance held a training on program self-assessment according to the standards for all levels of higher education promulgated by the Minister of the Ministry of Education and Training (MOET) (Circular No. 04/2016/TT-BGDĐT dated 14 March 2016). There were 116 participants who are managers, faculty leaders and lecturers, and staff members from departments and centers.
Dr. Nguyen Huu Cuong, Head of the Department of Quality Assurance presented requirements and cautions when the faculties write the Self-Assessment Report. Besides, Dr. Nguyen Huu Cuong instructed the faculties to analyze some criterion samples (criterion 1.1, criterion 2.1, criterion 3.1, criterion 11.1) in steps:
- Identifying inside contents, key words of the criterion;
- Analyzing the contents of each benchmark which the criteria need to pass;
- Making a table to compare the current state of the training program with the benchmark requirements and evidence that the Faculty/ University already has;
- Writing the current state description of the training program following the benchmark (it could be that one paragraph follows one benchmark) together with specific exhibits.
The lecturers and staff attending the training stated difficulties as well as questions during the deployment process so that the University can consider and support in time to submit the Self-Assessment Report aligned with the schedule set by the University.
At the end of the training session, the managers, and lecturers perceived the necessary contents to complete the report. Besides, Dr. Nguyen Huu Cuong also emphasized that the faculties can contact the Department of Quality Assurance to ask for support when writing the report.

Seminar on Program Assessment and Accreditation According to the Standards of MOET and AUN-QA at Van Lang University
On March 3rd, 2023, Van Lang University (VLU) organized a seminar on “Program Assessment and Accreditation According to the Standards of MOET and AUN-QA at Van Lang University”. The seminar was hosted by Assoc. Prof. Dr. Tran Thi My Dieu – VLU President. There were 54 attendees who are deans/ vice deans, heads/ vice heads of departments, and quality assurance specialists at faculties, and departments.
At the seminar, Dr. Nguyen Huu Cuong, Head of the Quality Assurance Department, presented 4 sessions: (1) the program accreditation standards to which VLU has been applying, (2) the situation of program accreditation in Vietnam and VLU, (3) the outstanding program accreditation results at VLU, (4) solutions to improve the training program’s quality at VLU. In the presentation, Dr. Nguyen Huu Cuong emphasized and analyzed the strengths and drawbacks that need to maintain or improve.
Following the speech of Dr. Nguyen Huu Cuong was a discussion session. Assoc. Prof. Dr. Tran Thi My Dieu raised some contents that need to exchange in order to focus on analyzing and coming up with suggestions to improve the weaknesses which are recommended by assessors. From that, VLU gives out a specific roadmap to improve the quality of accredited training programs as well as training programs preparing for accreditation in the near future.

VLU-QA staff participated in the National Scientific Workshop "Teacher training in the context of curriculum and textbook innovation: Policy and practice" at Dong Thap University
On the morning of September 9, 2022, the delegation of Van Lang University attended the National Scientific Workshop co-organized by the Journal of Education – Ministry of Education and Training (MOET) and Dong Thap University. The workshop is co-chaired by Prof. Dr. Nguyen Thi My Loc, Chairman of the Council of Education, the State Council for Professorship and Assoc. Prof. Dr. Nguyen Van De, Chairman of the Science and Training Council of Dong Thap University.

The Workshop attracted nearly 300 educational managers, scientists, lecturers, PhD candidates, graduate students, teachers, etc. at universities, research institutes, education and training departments, and high schools to share experiences, visions and opinions on practices, policies related to teacher training and development.

This is a forum for scientists and experts to exchange and share experiences on teacher training in the context of curriculum and textbook innovation.
The research team of Van Lang University attended the Workshop and presented research results on the quality of university-level teacher training programs in the country from the perspective of quality accreditation results. The abstract of this research work (below) was published in the Proceedings of the Workshop.
“Accreditation in Vietnamese higher education has been officially implemented for 20 years with obligatory regulation for all institutions and programs. This study focuses on investigating the quality of undergraduate teacher training programs from accreditation results. The results show that among 76 accredited undergraduate teacher training programs, only one program met 96% and seven programs met 94% of the accreditation criteria. While three programs met 80% of the criteria – the minimum requirement. Among 50 criteria, 27 criteria received an average score under 4.0. Four criteria receiving the lowest average scores are the clarity in the contribution of each course to achieve the learning outcomes, the availability of the library and learning materials, the clear definitions of learning outcomes, and the diversity, validity and reliability of the methods measuring the learning outcomes. Consequently, to ensure quality, higher education institutions offering teacher training programs need to focus on determining clearly the contribution of each course to achieve the program learning outcomes, defining clearly the program learning outcomes, ensuring the validity, reliability, and fairness of learning outcomes measurement methods and ensuring the relevant and up-to-date learning resources”.
This research’s results will contribute to the theoretical basis for further innovations in teacher training and retraining practices, in order to make recommendations to the MOET on policy issues related to teacher training and retraining.

Developing a Strong VLU Alumni Community
On August 13th, 2022, Van Lang University (VLU) held a meeting between the University Board members and VLU alumni to connect and develop the alumni community. This is a special opportunity for nearly 500 Van Lang alumni to listen to the sharing and orientation from the University and dialogue with the alumni of the previous generations. VLU accompanies the career paths of alumni and expects alumni’s collaborative connections in new roles.
Dr. Nguyen Cao Tri, Chairman of the Board of Van Lang University sent a meaningful message to alumni: "With the mission of elevating Vietnam's value to the world, Van Lang Education Group builds an innovative education ecosystem. Workshop on Program Accreditation According to the National Standards
On the morning of February 23rd, 2022, Van Lang University organized an online workshop on program accreditation according to the Ministry of Education and Training (MOET) assessment standards (Circular No. 04/2016/TT-BGDDT dated 14/3/2016). Attending the workshop were the University Board members, deans of faculties, managers of functional units and lecturers of the University.
Delivering the opening remarks, Prof. Dr. Tran Thi My Dieu (President) clearly stated the meaning and importance of quality assurance and accreditation for the development of Van Lang University, as well as the University's commitment to quality to learners and society. Accreditation of programs reflects the quality of the programs and related to faculties, departments of the University.
Dr. Nguyen Huu Cuong, Manager of the Quality Assurance Department presented the results of the programs accreditation of Van Lang University according to the Ministry of Education and Training (MOET) standards. Up until the present, 12 undergraduate programs and 2 master's programs have completed self-assessment, of which 10 programs have undertaken external assessments. Specifically, 3 external assessments were undertaken:
- Phase 1 in September 2020: English Language, Accounting, Hospitality Management
- Phase 2 in March 2021: Banking and Finance, Civil Engineering, Tourism Management
- Phase 3 in January 2022: Biotechnology, Architecture, Commerce, Business Administration
All the programs achieved high quality with a fairly high percentage of criteria (from 86% to 90%). Comparison with the related programs of other universities throughout the country shows that the proportion of criteria achieved in the programs of Van Lang University is in the top or middle group. The criteria are well evaluated by expert delegations such as publishing the description of the program and course outline; learners have easy access to the learning outcomes complaints process; capacity of lecturers; management according to the work results of lecturers and staff; criteria and methods of learner selection. However, there are also some criteria that need improvement such as diverse methods of assessing learning outcomes, orientation of scientific research activities of students, additional learning resources.
The participants of the workshop contributed many ideas for the University to promote its strengths and overcome its weaknesses. From the recommendations of external assessment teams, plans for quality improvement should be specified into activities and assigned to units with specific timeframes.
At the conclusion of the workshop, Assoc. Prof. Dr. Tran Thi My Dieu emphasized that the accreditation results of 10 programs have confirmed the quality of training programs of Van Lang University. The University has a specific plan for program accreditation and institutional accreditation. Specifically, 7 programs have been undertaken self-assessment according to the Ministry of Education and Training (MOET) standards, 4 other programs have been carried out self-assessment according to AUN-QA standards and the University is in the process of carrying out the accreditation of educational institutions for the 3rd time.
